Water Service

Notice: Ordinance 0316-01, adopted March 18, 2016 by the Commissioners of the City of Rehoboth Beach, increased the base volume charge for water from $1.67 to $2.10 per 1,000 gallons of consumption.

The water and sewer usage for all in-town residential Rehoboth Beach customers is calculated on a quarterly basis:

First Quarter - January, February, March (Non-Peak Rate)

Second Quarter - April, May, June (Peak Rate)

Third Quarter - July, August, September (Peak Rate)

Fourth Quarter - October, November, December (Non-Peak Rate)

Bills are mailed approximately one month after the end of the quarter.

The utility bill is broken down into five separate usage areas. As designated on the water bill, these are:

1. Water Maintenance - This fee covers the cost to bring water and sewer service to every home and business; including meters, meter readers and billing. This fee of $9.50 is a flat fee charged to all customers.

2. Water Usage - This provides the actual meter reading, which tells you how much water has been used in the quarter being billed. All water/sewer charges are measured per 1,000 gallons of use.

3. Sewer Maintenance - This billing service charge covers the cost to bring sewer service to every home and business. The charge is based on water meter size for each meter for which a bill is processed. Typically a residential property is served by a 1" meter. That current charge is $12.09.

4. Sewer Usage - The same consumption for water is used to calculate the cost for sewer. The current base (non-peak, first and fourth quarters) rate is $4.12 per 1,000 gallons of metered water consumption. During the second and third quarters a peak sewer surcharge of $1.93 per 1,000 gallons of metered water is added to the base rate.

5. SE Surcharge (Sewer Surcharge) - This sewer surcharge is for infrastructure improvement, which is allocated to the replacement and rehabilitation of the sewer system infrastructure. These funds will be primarily invested in the construction and operation of the new ocean outfall.

The sewer surcharge was instituted in 2009 to provide a sliding payment scale to all users to defray the cost of the ocean outfall project. The surcharge for in-town Rehoboth Beach users is as follows:

2009-2010 - Sewer surcharge 10% of the sewer charges.

2010-2011 - Sewer surcharge 20% of the sewer charges.

2011-2012 - Sewer surcharge 35% of the sewer charges.

2012-2016 - Sewer surcharge 50% of the sewer charges.

2017-2018 - Sewer surcharge % of the sewer charges to be determined.

Water Usage Rate - Based on per 1,000 gallons of water usage.

Peak Period - April, May, June, July, August and September.

$3.10 per 1,000 gallons or $00.0031 per gallon.

This is an increase from $2.67 per 1,000 gallons, effective April 1, 2016.

Non-Peak Period - October, November, December, January, February and March.

$2.10 per 1,000 gallons or $00.0021 per gallon.

This is an increase from $1.67 per 1,000 gallons, effective April 1, 2016.

Sewer Usage Rate - Based on per 1,000 gallons of water usage.

Peak Period - April, May, June, July, August and September.

$6.05 per 1,000 gallons or $00.00605 per gallon.

This did not increase in April 2016.

Non-Peak Period - October, November, December, January, February and March.

$4.12 per 1,000 gallons or $00.00412 per gallon.

This did not increase in April 2016.
