LEWES MAN ARRESTED FOR DISORDERLY CONDUCT, RESISTING ARREST

Rehoboth Beach, Del.  John Norris, 54, of Lewes, DE was arrested Friday morning after officers were called to his location to check on his wellbeing.

Just before 6:00am on August 30 2019, officers were called to the intersection of Olive Avenue and Second Street for a report of an unconscious person on the sidewalk.  Officers contacted Norris, who was asleep on the sidewalk, and were able to rouse him.  Through their investigation, officers believed that alcohol played a part in Norris’ condition and attempted to assist Norris in contacting someone to come pick him up and take him home.

Norris was not able to reach anyone by phone and informed officers he would not call a ride service.  Norris then attempted to leave, and for his safety, officers attempted to prevent him from leaving in his suspected condition.  Norris then grabbed a hold of an officer’s arm and would not let go.  Officers then made the decision to place Norris in custody at which time he attempted to bite an officer in the arm.  Norris attempted to pull away from the officer and when a second officer approached, Norris kicked the officer several times.  Norris was taken into custody but refused to provide fingerprints pursuant to his arrest.

Norris was charged with resisting arrest with force or violence, which is a felony.  He was charged with two counts of offensive touching of a law enforcement officer, disorderly conduct, and failure to comply with taking fingerprints, which are all misdemeanors.  Norris was committed to Sussex Correctional Institutional in default of $4,500.00 secured bail.
