Henry M. Palmer, 80, of Ocean View, Del. was contacted by officers Sunday (10/16/16) evening after they were approached by a male victim who reported that Palmer exposed his genitals to him while masturbating in the Rehoboth Avenue Bandstand public restrooms.
At around 4:30pm, an officer from the Rehoboth Beach Police Department was approached by a 37 year old male victim who advised the officer that he observed Palmer in the men’s restroom standing at a urinal, masturbating in full view. The victim, alarmed by Palmer’s behavior, took a photo of Palmer and provided it to the police. Officers were able to locate Palmer a short time later in the same public restroom.
A subsequent investigation revealed that Palmer was also the suspect from a similar incident that occurred on January 8th, 2016. The victim in this incident was a 56 year old male who reported to police that upon entering the same public restroom, he observed Palmer standing at a urinal masturbating. The victim reported to police that he expressed his disapproval to Palmer, at which time he turned around placing his back to the urinal and exposed his genitals to the victim.
Palmer was arrested for both incidents and charged with 2 counts of lewdness and 1 count of second degree indecent exposure, which are all misdemeanor offenses. Palmer was released on a $600.00 unsecured bail.
