HOMELESS MAN ARRESTED FOR INDECENT EXPOSURE

Rehoboth Beach Police concluded a two day investigation into an indecent exposure incident on Tuesday with the arrest of Lewis E. Brittingham 3rd, a 52 year old homeless Georgetown man who is a registered tier 2 sex offender.

On Sunday, June 5th at around 5:00am officers were called to the new Rehoboth Beach Parking Division building located at 30 1/2 Lake Avenue where a female victim working inside the building reported that an unknown male, later identified as Brittingham, exposed his genitals to her while standing outside a window.  Investigators reviewed surveillance video and observed Brittingham walking around the exterior of the building.  At one point in the video, Brittingham could be seen walking around with his genitals exposed and stopping in a recessed doorway to masturbate.  Brittingham, upon seeing the victim inside the building through a window, pulled down his pants and exposed his genital to her.  The victim immediately called the police.           

Brittingham, who was gone when the responding officers arrived on scene, was identified on Tuesday by investigators, arrested and charged with 1 count of second degree indecent exposure and 1 count of third degree criminal trespassing. 

Brittingham was arraigned and issued a $500 unsecured bail; however Brittingham was committed to Sussex Correctional Institution due to a probation violation.
