The Commissioners of Rehoboth Beach Virtual Special Meeting will be held on Tuesday, September 29, 2020, at 3 p.m.

PLEASE NOTE - AS PERMITTED BY GUBERNATORIAL AUTHORITY, IN ORDER TO LIMIT THE RISK OF POTENTIAL COVID-19 EXPOSURE, THE PUBLIC SHALL BE DENIED ENTRY TO THE BOARD OF COMMISSIONERS SPECIAL MEETING.(1)  THE PUBLIC IS ENCOURAGED TO PARTICIPATE IN THE BOARD OF COMMISSIONERS SPECIAL MEETING ELECTRONICALLY.  FURTHER INSTRUCTIONS ARE LISTED AT THE BOTTOM OF THIS AGENDA.

4. The purpose of this Special Meeting is to:

A. Discuss strategies and path forward in addressing the COVID-19 pandemic with respect to but not limited to:

         Outdoor heaters and fans

         Barricades, e.g. for delineating pedestrian ways and separation from roadways, etc.

         Business use of City public space

         Business use of private space beyond the business floorplan

         Liquor Control Board requirements for restaurants serving alcohol

         Number of seats allowed for outside dining for individual dining establishments

         Health concerns

         Safety concerns including winter weather precautions

         Reserved parking spaces for restaurant pick-up orders

         Outdoor music

         Budget implications including revenue loss by City

         Existing Patio Ordinance

         Business assistance

         Special events

         Canopies

         Lighting

         Other

This meeting will focus on business uses of City public space and of private space beyond the business floorplan but allows for continued discussion of outdoor heaters/fans and barricades as necessary and for discussion of other topics.

Formal votes will be taken as appropriate.

-  MEETING INSTRUCTIONS  -

**The Board of Commissioners is holding this meeting under the authority issued by Governor John C. Carney through Proclamation No. 17-3292.(1)  The meeting will be conducted using video-conference technology.

Members of the public wishing to speak will be required to pre-register with Ann Womack, City Secretary, at [email protected] at least two (2) full business days prior to the meeting.

Citizen comment will be administered by a moderator to ensure everyone has an opportunity to comment.  You will not be able to speak until called upon by the moderator.

Registered members of the public joining the meeting on the phone or by computer will be provided an opportunity to make comments during the agenda item after discussion by the Board of Commissioners or at the discretion of the Chair and prior to any vote being taken.  Speakers shall state their name and address.  Comments are limited to three (3) minutes or at the discretion of the Chair.  Comments on non-agenda items will be heard under "Citizen Comment".

The City will stream this meeting using the same technology it uses during its chamber broadcast that can be viewed on the City portal at /Portal/ or YouTube.  This stream will broadcast the meeting, the public will not be able to comment or speak using this broadcast.  This stream will experience a 30-second delay.

The Board of Commissioners meeting materials, including the "packet", are electronically accessible on the City's portal at /Portal/.
