The Commissioners of Rehoboth Beach are holding a Virtual Special Meeting on Tuesday, March 9, 2021; at 3:00 p.m.

AGENDA

PLEASE NOTE - AS PERMITTED BY GUBERNATORIAL AUTHORITY, IN ORDER TO LIMIT THE RISK OF POTENTIAL COVID-19 EXPOSURE, THE PUBLIC SHALL BE DENIED ENTRY TO THE BOARD OF COMMISSIONERS SPECIAL MEETING.(1)  THE PUBLIC IS ENCOURAGED TO PARTICIPATE IN THE BOARD OF COMMISSIONERS SPECIAL MEETING ELECTRONICALLY.  FURTHER INSTRUCTIONS ARE LISTED AT THE BOTTOM OF THIS AGENDA.

4. The purpose of this Special Meeting is for the:

   A. Receive update on outside dining opportunities including status of outdoor dining applications and including discussion on Main Street's proposal for traffic barrier options including 1) use of decorative wrap on the barriers and 2) use of planters in place of the standard traffic barriers.

   B. Continue review of Chapter 253 Trees and related provisions in the City Code, including but not limited to review of the current Chapter 253 Trees, Article 1 - City Parks & Shade Tree Commission; Regulations and Article 2 - Comprehensive Tree Regulations, plus evaluation of a new Chapter 253 Trees & Landscape Ordinance as proposed by the Rehoboth Beach Law Oversight Committee and review of other tree code reviews and associated studies.

             Discuss and further define desired goals of a successful tree code including review of goals established for the current code and goals articulated by the Planning Commission, Law Oversight Committee and others.

             Present information out of the Law Oversight Committee including but not limited to:

                   * Advise what charge/instructions they were give by the Mayor & Commissioners.

                   * How the Committee approached the topic.

                   *  Presentation of the new Chapter 253 Trees & Landscaping proposed by the Committee.

                   * Sharing of dissenting opinions within the Committee.

-  MEETING INSTRUCTIONS  -

**The Board of Commissioners is holding this meeting under the authority issued by Governor John C. Carney through Proclamation No. 17-3292.(1)  The meeting will be conducted using video-conference technology.

Members of the public wishing to speak will be required to pre-register with Ann Womack, City Secretary, at [email protected] at least twenty-four (24) hours in advance of the meeting.

Citizen comment will be administered by a moderator to ensure everyone has an opportunity to comment.  You will not be able to speak until called upon by the moderator.

Registered members of the public joining the meeting on the phone or by computer will be provided an opportunity to make comments during the agenda items after discussion by the Board of Commissioners or at the discretion of the Chair and prior to any vote being taken.  Speakers shall state their name and address.  Comments are limited to three (3) minutes or at the discretion of the Chair.

Public presentations are not allowed without the prior approval of the Mayor.

The City will stream the public portion of this meeting using the same technology it uses during its chamber broadcast that can be viewed on the City portal at /Portal/ or YouTube.  This stream will broadcast the meeting, the public will not be able to comment or speak using this broadcast.  The stream will experience a 30-second delay.

The Board of Commissioners meeting materials, including the "packet", are electronically accessible on the City's portal at /Portal/
