MILLSBORO MAN ARRESTED FOR DOMESTIC ASSAULT

Rehoboth Beach, Del.  Jarrod Howell, 28, of Millsboro, Del. was arrested Thursday night for strangulation and related charges for a domestic altercation with his girlfriend.

Just before 10:00pm on September 12th, 2019, officers were called to the area of the second block of Olive Avenue for a report of a woman screaming.  Through investigation, officers learned that a male and female had been arguing and the female had left in a vehicle and the male had left on foot.  Officers were able to locate the female party still in her truck about two blocks from the original incident.

The female, a 46 year old from Millsboro, Del., alleged that her boyfriend, Jarrod Howell, 28 of Millsboro, Del., had been physically abusing her over the last several hours.  The victim alleged that Howell struck her in the eye with a closed fist and grabbed her by the neck, choking her.  The victim had swelling around her eye and scratches on her face.  She also had signs of nose bleed.  She further alleged that Howell took her cell phone to prevent her from calling 911.

Officers located Howell in his hotel room approximately one block from the original incident.  Howell was in possession of the victim’s phone and also had a pad lock tied to a bandana on his person.  Howell was taken into custody without incident.  Howell did not have any injuries.

Howell was charged with one count of strangulation, which is a felony.  He was charged with one count of assault in the third degree, one count of theft less than $1500.00, one count of carrying a concealed dangerous instrument, one count of malicious interference with emergency communications, and one count of disorderly conduct, which are all misdemeanors.

Howell was committed to Sussex Correctional Institution in default of $7,000.00 cash bail.
