Meetings

The City of Rehoboth Beach has a variety of Boards, Commissions and Committees that are working constantly to serve you better. 

 

All meetings are located in the Commissioners Room on the second floor of City Hall, 229 Rehoboth Avenue, Rehoboth Beach, DE. Each meeting is recorded and uploaded to this site within five business days after the meeting.

 

With respect to Agendas, correspondence (relating to agenda items) and any additional documents relating to agenda items must be submitted no later than two full business days prior to date and time of meetings.

 

Below is a description of each Board, Commission and Committee, as well as recent meetings that you can review. Click on the name of a specific meeting to review the details.

Seven elected officials, a mayor and six commissioners, form the City of Rehoboth Beach Board of Commissioners.  The Board sets city policy, passes ordinances and resolutions and raises revenue. The Mayor & Commissioners are elected by voters who own property in the City of Rehoboth Beach.

 

The Mayor & Commissioners meet the third Friday of each month, unless otherwise noted. Meetings are held at 2:00 p.m.

Five members form the City of Rehoboth Beach Board of Adjustment.  It is a body appointed by the Mayor & Commissioners, and each member serves a three-year term.  The Board has the powers specifically defined within the Zoning Code of the City. Cases heard by the Board of Adjustment are requests for variance, appeals of a decision of the building inspector and special exceptions.   

 

The Board of Adjustment meets the fourth Monday of each month, unless otherwise noted. Meetings are held at 1:30 p.m.

Members
Five members form the City of Rehoboth Beach Parks & Shade Tree Commission.  It is a body appointed by the Mayor & Commissioners, and each member serves a three-year term.  The Commission serves to oversee restoring and maintaining the city's tree population.  The Parks & Shade Tree Commission has the powers specifically defined within the Tree Code of the City. Administrative appeal hearings relating to trees are heard by this Commission.

 

The Parks & Shade Tree Commission meets the fourth Monday of each month, unless otherwise noted. Meetings are held at 10:00 a.m.

Members

Nine members form the City of Rehoboth Beach Planning Commission.  It is a body appointed by the Mayor & Commissioners, and each member serves a three-year term.  The Commission acts on requests to subdivide land; provides recommendations to the Mayor & Commissioners regarding zoning/rezoning; addresses land use and other matters referred to it by the Mayor and Commissioners; and develops, evaluates and makes revisions to the City's Comprehensive Development Plan. The authority of the Planning Commission derives from Delaware Code, Chapter 7, Title 22.  The Commission is primarily responsible for ensuring that the provisions of City Code Chapter 236 - Subdivision of Land are complied with and are in accord with Chapter 270 - Zoning.

 

The Planning Commission meets the second Friday of each month, unless otherwise noted. Meetings are held at 2:00 p.m.

Approved Amended and Restated Bylaws & Rules of Procedure - 13 Jan 2023 

Members

The Animal Issues Committee provides ideas, suggestions and solutions in order to create a more animal friendly environment in the City of Rehoboth Beach, while working to preserve the health, peace, safety, cleanliness and good order of the City and its inhabitants. The Committee will work to inspire the community to sustain wildlife populations and habitats through science-based management and conservation.

 

The Animal Issues Committee is advisory to the Board of Commissioners. Membership is by appointment by the Board of Commissioners. Voting committee members shall be comprised of residents, property owners, business owners and business representatives of the City of Rehoboth Beach.  The committee may include non-voting members or observers who are not residents, property owners of the City of Rehoboth Beach, but who have special knowledge of benefit to the committee.  Terms of office will be reviewed annually. The Committee meets on an “as needed” basis at City Hall.

Members

Three members form the City of Rehoboth Beach Audit Committee.  It is an advisory body to the Mayor & Commissioners, and each member serves a one-year term.  The Committee serves to deliver a detailed report of every and all accounts, records and books examined and audited by the auditors.  This report is printed in a newspaper published in the City in the issue immediately succeeding the Committee's annual report.

 

The Audit Committee meets annually following the members' appointment.

Members

It shall be the duty of members of the Board of Elections, as empowered by 15 Del.C. §7501 et seq. and the ordinances of the City, to perform prescribed duties with fidelity and without favor or electioneering to accomplish the proper conduct of municipal candidate elections within the City of Rehoboth Beach.  Any and all aspects of process and procedures with regard to the Board of Elections shall be consistent with the Delaware Freedom of Information Act, 29 Del.C. §10001 et seq.  The Board of Elections is authorized by the Charter of the City.  Membership is by appointment by the Board of Commissioners.

 

The Board of Elections shall consist of any odd number of members, but shall not be less than three (3) members.  All members of the Board of Elections shall meet the appointment qualifications as specified in 15 Del.C. §7501 et seq.  The Board of Elections appointees shall be sworn or affirmed by the Alderman of the City of Rehoboth beach, the Mayor of the City of Rehoboth Beach or a Justice of the Peace.  Confirmation of a member of the Board of Elections shall have that member swear or affirm both orally and in writing the oath specified in 15 Del.C. §7501 et sq.  

 

Term of office is three years.

 

The Board of Elections meets as necessary prior to and during elections to fulfill their duties.

The Boardwalk & Beach Committee examines issues related to maintaining the Boardwalk and beach as major assets.  Issues that might receive consideration, evaluation and advisory opinions by this Committee include but are not limited to maintenance programs, amenities, usage, rules and additional similar topics.

 

The Boardwalk & Beach Committee is advisory to the Board of Commissioners.  Membership is by appointment by the Board of Commissioners.  Voting committee members shall be comprised of residents, property owners, business owners and business representatives of the City of Rehoboth Beach.  The committee may include non-voting members or observers who are not residents, property owners and business owners of the City of Rehoboth Beach, but who have special knowledge of benefit to the committee.  Terms of office will be reviewed annually.  The Committee meets on an “as needed” basis at City Hall.

View Archived Boardwalk & Beach Committee Reports

 

Members

The Environment Committee will work to energize, inspire and lead the City of Rehoboth Beach to become an eco-friendly, conservation-focused destination.  The Committee will promote all endeavors to take care of our natural environment, especially our most precious resources, the Atlantic Ocean, beach, freshwater lakes, canal, the air we breathe and the public lands.  The Committee will address the causes and impacts of climate change and environmental risks (such as sea water rise, toxins and trash) that pollute the ocean, lakes, beach, canal and public land areas and endanger humans, marine and wildlife.

 

The Committee will accomplish the mission through public awareness, education, incentives, recommending public policy and taking effective steps that will make Rehoboth Beach an environmentally friendly model for other coastal communities.

 

The Environment Committee is advisory to the Board of Commissioners.  Membership is by appointment by the Board of Commissioners.  The Committee will consist of nine members and two ex officio members.  Voting committee members shall be comprised of residents, property owners, business owners and business representatives of the City of Rehoboth Beach.  The committee may include non-voting members or observers who are not residents, property owners and business owners of the City of Rehoboth Beach, but who have special knowledge of benefit to the committee.  Terms of office will be reviewed annually.  The Committee will meet on "an 'as needed" basis at City Hall.

Members

The Personnel Committee consists of three voting Commissioners and the City Manager, who is an ex officio member.  The Committee ensures the City maintains workforce policies that conform to current federal, state and other applicable laws and regulations, including proposed amendments of the City Code and ordinances.  It provides counsel and supports the City Manager in forming and sustaining an organizational structure that meets current and future municipal needs.  At least every five years, the Committee assists the City Manager's review of the pay plan, which may include a classification and compensation study for City positions to compare compensation and benefits to comparable positions in the public sector, and makes recommendations to the Mayor & Commissioners regarding revisions.  The Chair of the Committee is also responsible for facilitating the search process for City Manager, City Solicitors and City Aldermen, as necessary.  Final selection of individuals to fill these positions rests with the Mayor & Commissioners.  

 

The Personnel Committee is advisory to the Board of Commissioners. Membership is by appointment by the Board of Commissioners.  Terms of office will be reviewed annually.  The Committee meets on an “as needed” basis at City Hall.

The Task Force is advisory to the Board of Commissioners and to the project consultants.

Membership is by appointment of the Mayor with confirmation by the Commissioners.

 

The Task Force is time-limited with an end date to be determined, but is expected to be sunset by July 2022.

 

All Task Force meetings are open to the public and will be noticed at least 7 days in advance of the meeting and comply with the Freedom of Information Act (FOIA).

 

Meetings will be conducted virtually or in-person reflecting City policy at the time of the meeting.

The Streets & Transportatioin Committee is responsible for identifying and making suggestions to the City of Rehoboth Beach that will enhance the safety of both the pedestrians and those using wheeled transportation devices.  The Streets & Transportation Committee will work with the Mayor, City Manager and Police Department to review and give citizens suggestions and input to reported areas of concern.

Preserve and grow the community forest of Rehoboth Beach, through public education, and by promoting programs and policies that enhance the tree canopy for current and future generations.

 

The Trees & Green Infrastructure Committee (formerly Mayor's Advisory Committee on Trees) is advisory to the Board of Commissioners.  Membership is by appointment by the Board of Commissioners.  Voting committee members shall be comprised of residents, property owners, business owners and business representatives of the City of Rehoboth Beach.  The committee may include non-voting members or observers who are not residents, property owners and business owners of the City of Rehoboth Beach, but who have special knowledge of benefit to the committee.  Terms of office will be reviewed annually.  The Committee meets on an "as needed" basis at City Hall.

Members
This task force is advisory to the Board of Commissioners and to the project consultants.

Task force members will collaborate to provide input and feedback on design elements and design concepts for a new streetscape vision for Wilmington and Baltimore Avenues and portions of First and Second Streets.

Task force membership primarily is comprised of business representatives from specified blocks in the project area representing accommodations, services, retail and restaurant entities, as well as residents and community organizations.

The task force meets tentatively weekly, bi-weekly or as needed depending on schedule of the project consultants. This task force is time limited and the end date is TBD but is expected to sunset by November, 2021.

All task force meetings are open to the public and will be noticed at least 7 days in advance of the meeting and comply with the Freedom of Information Act (FOIA).

Meetings will be conducted virtually as permitted by Senate Bill No. 94 and Title 29 §10006(A) of the Delaware Code in response to the pandemic and will return to in-person meetings when allowed per current City policy.

The Bandstand/Convention Hall/Special Events Committee evaluates and recommends policy on rates, hours, fees and venues for scheduling events at the Rehoboth Beach Convention Center and Bandstand Pavilion, park facilities and for beaches.

 

The Bandstand/Convention Hall/Special Events Committee is advisory to the Board of Commissioners. Membership is by appointment by the Board of Commissioners. Eligible members include property and business owners, residents and stakeholders.  Terms of office will be reviewed annually.  The Committee meets on an "as needed" basis at City Hall.

 

THE BANDSTAND/CONVENTION HALL/SPECIAL EVENTS COMMITTEE HAS BEEN SUNSETTED. 

The Law Oversight Committee is charged with oversight of the City of Rehoboth Beach's existing laws embodied in the City's Code and Charter, including the administration and implementation of those laws.  The Committee will look at how the laws, regulations and policies are interpreted, implemented and enforced by the Board of Commissioners, other City Commissions and Boards, and the City Staff, and may from time to time make specific written recommendations to the Board of Commissioners and other interested parties regarding development of written policies, procedures and other actions to improve the City's administration of its Code, Charter and other legal requirements.

 

The Law Oversight Committee is advisory to the Board of Commissioners.  Membership is by appointment by the Board of Commissioners.  Eligible members include property and business owners, residents and stakeholders.  Terms of office will be reviewed annually.  The Committee meets on an "as needed" basis at City Hall.

 

THE LAW OVERSIGHT COMMITTEE HAS BEEN SUNSETTED.

The Parking Task Force (formerly Parking Advisory Committee) is charged with enhancing the viability of the City of Rehoboth Beach by evaluating, researching and recommending parking related issues to the Board of Commissioners.

 

The Parking Task Force is advisory to the Board of Commissioners. Membership is by appointment by the Board of Commissioners. Eligible members include property and business owners, residents and stakeholders. Terms of office will be reviewed annually. The Committee meets on an “as needed” basis at City Hall.

 

THE PARKING TASK FORCE (FORMERLY PARKING ADVISORY COMMITTEE) HAS BEEN SUNSETTED.
