BUILDING PERMIT APPLICATIONS

NEW CONSTRUCTION , ADDITIONS, ALTERATIONS AND RENOVATIONS

Residential (one and two family dwellings)

  • Three (3) complete sets of plans and/or drawings to standard arch. or eng. scale one set is stamped and returned to owner/builder
  • Current Survey/Plat Plan
  • Model Energy Code Calculations ( new construction only)
  • DNREC approval ( Ocean block properties up to Lake Gerar)
Commercial

  • Three (3) complete sets of plans and/or documents to standard arch. or eng. scale. Plans, docs to be sealed and signed by professional one set is stamped and returned to owner/builder.
  • Current Survey/Plat Plan
  • State Fire Marshal review notes and approval ( when applicable)
  • Health Department review notes and approval ( when applicable)
  • Soil and Erosion Control approvals
  • DNREC approvals
  • ASHRE Commercial Energy calculations ( new construction only)

SIGNS, SIDEWALKS, FENCING, HVAC, MISCELLANEOUS

One set of plans, drawings, documents as required to adequately describe project

PLAN REQUIREMENTS (GENERAL)

Each set of plans and/or drawings to include:

  1. Site Plan
  2. Foundation plan
  3. Floor plans - identify rooms, specify door and window dimensions, show mechanical chases, elect. panel location, include dimensions as required to size all work (use architects or engineers scale, typ)
  4. Elevations as required to describe new work
  5. Wall and/or building section - show framing details, identify materials and sizes of structural members
  6. Specifications

CONTRACTORS

The following is important to all contractors working in the City of Rehoboth Beach:

  1. LICENSE REQUIREMENTS:
    All contractors and subcontractors must obtain a business license to perform work within the City of Rehoboth Beach. All contractors seeking to obtain a new license or to renew their existing license will be required to submit a current copy of their State of Delaware Contractor’s License and proof of liability insurance and/or bonding. Any application submitted without this information will not be processed.
  2. HOURS OF CONSTRUCTION:
    8:00 a.m. to 5:00 p.m. - Monday through Friday
    9:00 a.m. to 5:00 p.m. - Saturdays (November 1 through April 30 ONLY)
    No work is permitted on Sundays, Holidays or Saturdays not listed above.
  3. PERMITS:
    Permits are required for all new work. Contact this office should you have any questions concerning whether or not a permit is required.
  4. APPLICATIONS FOR BUILDING PERMITS:
    Applications for one and two family residential work must be accompanied by appropriate scaled drawings and a survey or plot plan of the property. Applications for all other work consisting of new, alterations, additions, or renovations must be submitted with drawings prepared and sealed by a licensed professional and a survey or plot plan of the property.

SCHEDULE OF REQUIRED INSPECTIONS

Inspections performed by the City of Rehoboth Beach:

  • FOOTING
    Prior to pouring all structural concrete (i.e. footers, grade beams, etc.) necessary forms, wire, re-bar tied and on blocks and depth stobs must be in place. Inspection done by City Building Official.
  • ROUGH-IN PLUMBING
    Any and all underground plumbing and interior plumbing lines, vents, laterals, etc. must be in place and inspected prior to covering up. Inspection done by City Plumbing Inspector.
  • ROUGH-IN FRAMING (prior to installation of insulation)
    All frame work must be complete, windows and exterior doors installed, HVAC units and ductwork installed and rough-in electrical and plumbing inspections completed and approved. Inspection done by City Building Official.
  • ROUGH-IN FRAMING/INSULATED FRAME
    All wall, floor and ceiling insulation in place. Inspection done by City Building Official.
  • FIRE RATED ASSEMBLY INSPECTION
    When applicable, an inspection of required fire rated assemblies may be required. Inspection performed by the City Building Official and/or State Fire Marshal’s Office.
  • FINAL PLUMBING
    All plumbing fixtures must be set and operational with water pressure on. Inspection done by City Plumbing Inspector.
  • FINAL BUILDING
    Required on all jobs to be scheduled after all other required inspections have been completed. Job site to be clear of trash and debris, street numbers to be installed, building to be ready for occupancy. Inspection done by City Building Official.

Inspections performed by outside agencies:

  • ELECTRICAL - Rough-in and Final required
  • FIRE MARSHAL - Plan review and Final required.
  • HEALTH DEPT. - Plan review and Final required.
